WHAT IS THE MENTAL HEALTH REFORM ACT?
The Mental Health Reform Act of 2016 (S. 2680) is a comprehensive mental health bill that aims to combat suicide in our schools and communities, increase the mental health workforce, strengthen the enforcement of mental health parity law, invest in early intervention, integrate health and mental health care, and strengthen the community crisis response system.
The bill also includes provisions from the eating disorder-based Anna Westin Act of 2015 (S. 1865), which passed within the Senate Health, Education, Labor and Pension’s Committee Managers Amendment of S. 2680 on March 16, 2016. The eating disorders provisions within S. 2680 include early identification of eating disorders for health professionals, information and resources for the public on eating disorders, and improved access to treatment through clarity of mental health parity as it relates to eating disorder benefits.
The House mental health reform act, the Helping Families in Mental Health Crisis Act (H.R. 2646), passed a House floor vote on July 6, 2016. It’s time for the Senate to put election politics aside and bring this important legislation to a floor vote this September, before the “Lame Duck” season. The entire mental health community is uniting through social media outreach, combined with emails and calls to Senate offices, in hopes of pushing Senate leadership to get S. 2680 on the floor for a vote.

The bill is led by Senator Alexander, Senator Murray, Senator Cassidy and Senator Murphy and passed the Senate HELP Committee with unanimous, bipartisan support on March 16, 2016. Since the March passage in the HELP Committee, the bill has been waiting for a Senate Floor vote. Its House counterpart, Helping Families in Mental Health Crisis Act (H.R. 2646), already passed on the House Floor on July 6th with an almost unanimous vote of 422-2.
20 percent of Americans have a mental health condition, and many people do not get the care they need because America's mental health system is broken. This bill is designed to combat suicide in our schools and communities, increase the mental health workforce, strengthen the enforcement of mental health parity law, invest in early intervention, integrate health and mental health care, and strengthen the community crisis response system.
Most importantly to me, this bill includes provisions to help the 30 million Americans who experience an eating disorder during their lifetimes access treatment and have doctors who are trained on how to early identify eating disorders.
I ask you to put election politics aside and work to pass the long-needed, comprehensive Mental Health Reform Act (S. 2680).
